    Impact

    A bigger and stronger platform

The Portugal Smart Cities Summit has consolidated its position as the largest national platform for debate, innovation and business in the smart cities sector in Portugal. The 2025 edition (11th) attracted more than 3,600 professionals, featured over 100 national and international speakers and gathered more than 100 exhibiting entities. Post-event surveys revealed that 98% of visitors considered the summit contributes to the economic growth of the sectors involved, and 96% said they would recommend the visit, confirming the event's positive impact and relevance. The 2024 edition (10th) reached 171 exhibitors and more than 3,600 professionals, with more than 160 local authority representatives present and 66 applications to the Prémios Portugal Smart Cities. Over the years, the event has grown from 7,000 visitors in 2018 to more than 10,000 combined visitors in 2023, establishing itself as a key meeting point for municipalities, companies, universities, startups and public entities

    Audience quality

    High-value decision-makers

The Portugal Smart Cities Summit consistently attracts a high-quality professional audience with significant decision-making power. In 2025, more than 100 local authority representatives (mayors, deputy mayors and councillors) participated in the opening conference 'Autarquias, Empresas e Cidadãos', reflecting the event's importance as a meeting point for municipal decision-makers. The 2024 edition saw more than 160 local authority representatives present. Across editions, the audience includes municipal technicians, administrators, engineers and architects, professional technicians, teachers, researchers, university students, investors and entrepreneurs. The growing participation of universities and research centres, alongside the introduction of the NextGen Smart Cities programme in 2026, reinforces the event's role in connecting academic talent with the smart cities ecosystem. Post-event surveys consistently show high satisfaction levels, with 96–98% of visitors recommending the visit

    Exhibitor outcomes

    Real business growth

The Portugal Smart Cities Summit delivers measurable return on investment for exhibitors. According to pre-event surveys conducted for the 2024 edition, approximately 86% of exhibitors from the previous edition identified concrete business opportunities or leads within a six-month period. The event provides exhibitors with direct access to qualified decision-makers, including more than 100 local authority representatives and municipal technicians. In 2025, more than 100 exhibiting entities presented solutions to over 3,600 professionals. The introduction of the B2G Hub in 2026 creates structured formats for company-municipality engagement, while the Innovation Playground and Urban Shark Tank offer start-ups direct exposure to investors. The event's growth trajectory — from 120 exhibitors in 2025 to 146 in 2026 (approximately 28% growth) — reflects increasing market confidence in the platform's business generation capacity

Portugal and Iberia – smart cities, urban technology, sustainability, mobility, and digital transformation

    Why it matters

Portugal's smart cities market is at an inflection point, with IMARC Group projecting growth from USD 4.5 billion in 2025 to USD 40.1 billion by 2034 (CAGR of 26.78%). This trajectory is underpinned by €2.4 billion in EU cohesion policy funding earmarked for digital transformation (2021–2027) and targeted national programmes such as the €14.8 million Mobility and Transport Fund and the €10.4 million DigitalTwins4SmartTerritories project. Portugal is also ahead of European targets for 5G and gigabit connectivity, with 4.3 million 5G users by early 2025 — a 69.6% year-on-year increase. For PSCS 2026 participants, these dynamics translate into tangible procurement opportunities: municipalities are actively investing in AI-powered licensing platforms, urban digital twins, IoT sensor networks, electric mobility fleets, and smart waste and water management systems. The event's 31% growth in visitors and 28% growth in exhibitors in 2026 confirm it is the primary national marketplace where solution providers, public administration decision-makers, and academia converge to shape and capitalise on this investment cycle. The presence of more than 200 local authority representatives and 104 award project submissions demonstrates the depth of engagement from municipalities — the primary buyers of smart city solutions in Portugal. Lisbon's Climate Contract 2030 alone foresees an investment exceeding €8.2 billion, requiring commitment from both public and private actors. The Iberian circuit — including Greencities in Málaga and Smart City Expo World Congress in Barcelona — further extends the addressable market for exhibitors targeting Southern Europe

    Industry trends

Key trends shaping this market and its wider industry.

    01

EU-Funded Digital Transformation Accelerating Urban Intelligence

Portugal is experiencing unprecedented momentum in smart city development, driven by substantial EU financial support. The Portuguese government allocated €2.4 billion — 11% of its total cohesion policy funding for 2021–2027 — specifically for digital transformation. The Recovery and Resilience Plan (PRR) funds €10.4 million for the DigitalTwins4SmartTerritories project, which developed eight reusable digital twins presented at PSCS 2026, covering areas from forest fire prevention (ForestSphere) to healthcare (TwinCare) and water management (TwinStream). The Lisboa 2030 regional programme opened a €15 million FEDER call for technological equipment, and the Alentejo 2030 programme launched a €5.8 million call for sustainable urban mobility. This funding pipeline creates a steady stream of municipal procurement opportunities for solution providers

    02

Rapid 5G and IoT Infrastructure Deployment

Portugal's 5G mobile internet users reached 4.3 million by early 2025, reflecting a penetration rate of 40.8 per 100 inhabitants — a 69.6% increase year-on-year. The government has set a target for complete 5G coverage, though as of May 2026 the Minister of Infrastructure stated only 30% of the country's infrastructure is equipped with 5G, highlighting both progress and remaining challenges. Ericsson and Vodafone Portugal deployed private 5G networks at CIMPOR's three cement plants, while smart-grid meters are rolling out in Lisbon and Porto pilot zones during 2026. This connectivity foundation is enabling municipalities to deploy IoT sensor networks for traffic management, environmental monitoring, and energy optimisation

    03

Urban Digital Twins Moving from Concept to Practice

Digital twin technology has moved from pilot projects to operational deployment across Portuguese cities. Vila Nova de Gaia launched Gaia3Dcity | geoBIM, integrating a 3D urban digital twin into the urban licensing process, with municipal technicians able to analyse BIM-submitted projects within a three-dimensional city model. Lisbon is developing a digital twin of its Low Emission Zone through the European NexTCity project coordinated by NOVA IMS. The Estratégia Nacional de Territórios Inteligentes (ENTI) is driving interoperability, with eight reusable digital twins operating on an open-source format. Rock in Rio Lisboa 2026 is also being used as a living lab to test a digital twin of the festival site

    04

AI Integration in Urban Planning and Licensing

Artificial intelligence is being rapidly adopted to streamline municipal urban planning and building licensing processes. The Portuguese government is working to integrate AI into urban licensing and public procurement, aiming to reduce processing times to 'a few days' through the 'Licencia' platform, promised for launch in 2026. Municipalities including Portimão and Viana do Castelo have already implemented AI-powered platforms to validate documents at submission and manage high-volume licensing requests. Viana do Castelo is using AI to manage approximately 17,000 annual planning applications. The Bracarense Grupo Érre launched an AI platform promising to reduce administrative processing times by up to 60%. At PSCS 2026, a dedicated session on 'Gestão e Saneamento Urbanístico Online com IA' showcased the first results of these initiatives

    Source
    05

Sustainable Mobility and Transport Decarbonisation Investment

The Portuguese government launched a €14.8 million Mobility and Transport Fund in 2026, established by Decree-Law No. 82/2026 of 7 April, with first calls for urban logistics (€1 million), school mobility (up to €500,000), and taxi decarbonisation (up to €700,000). Lisbon is expanding its electric bus fleet with 29 new electric buses in 2026, bringing Carris' total to 103 electric vehicles, with approximately €2 million allocated to charging infrastructure at bus stops by end. The government also created a support scheme of up to €4.5 million for zero-emission buses in the Alentejo Litoral region. The Lisbon Metropolitan Area is developing its Municipal Plan for Sustainable Urban Mobility, and the Lisboa–Oeiras metrobus (BRT) represents a €93.5 million investment expected to enter operation in 2028

    Cultural notes

Useful information to help you have a smooth and respectful visit.

    Business greetings and formality

A handshake is standard for first introductions in professional settings, and business cards are typically exchanged on first meetings. Among colleagues and once a relationship is established, two cheek kisses (right then left) are common. Portuguese business culture is somewhat informal but still more formal than in the US on first meetings. Addressing someone as Senhor/Senhora with their surname, or using professional titles such as Doutor/Doutora, is standard unless invited to be more informal

    Relationship-building and pace

Portuguese business culture prioritises trust and rapport over direct transactional approaches. Direct pitching on first contact is generally viewed as abrupt. Small talk before getting to business is expected — about soccer, the weather, or personal life. Meetings tend to run long and do not necessarily keep to a strict agenda. Patience, calmness and moderation are key. The Portuguese are reserved and prefer to avoid confrontation or verbal directness, so you may need to read between the lines for definite answers

    Business attire in Lisbon

The business aesthetic in Lisbon is rooted in traditional European conservatism. Dark blazers, button-down shirts, and modest necklines are standard. Credibility is often tied to formal presentation. For a trade show like PSCS, smart business attire is recommended, though the tech and startup segment tends to be slightly more relaxed

    Dining and tipping etiquette

In Portuguese restaurants, a service charge is not typically included. Tipping is optional but appreciated, with 5–10% considered standard in Lisbon. Be aware of the 'couvert' (bread, olives, and other items brought to the table before ordering) — these are charged separately and can be declined if not wanted. For business meals, inviting a partner for coffee, lunch or dinner is a good way to build relationships, but avoid bringing up business unless they do first

    Visitor & Exhibitor Essentials

Everything needed to arrive prepared, navigate the event, and make the visit productive.

    Flights

Destination: Humberto Delgado Airport (LIS), Lisbon

Direct flights to Lisbon are available from over 125 national and international destinations. For the best fares, book 4–8 weeks in advance. TAP Air Portugal is the national carrier, with hubs at Lisbon Airport. Low-cost carriers including Ryanair, easyJet and Vueling also serve Lisbon

    Visa

Whether you need a visa depends on your nationality and the purpose of your visit. EU/EEA/Swiss citizens and nationals of visa-exempt countries (including the US, UK, Canada, Australia, Brazil, and others) do not need a visa for short business trips of up to 90 days. Nationals of visa-required countries must obtain a Schengen Short-Stay Visa (Type C) before travelling. For business travel, an invitation letter from the host organisation in Portugal is required

    Estimated cost: Not yet confirmed

Processing: 15 calendar days standard; can extend to 30–45 days during peak season

The standard adult Schengen visa fee is €90 (approximately USD 104 as of September 2026). Apply at the Portuguese consulate or VFS Global centre in your country of residence. Ensure your passport is valid for at least 3 months beyond your planned departure from the Schengen Area and has at least two blank pages. Travel medical insurance with minimum coverage of €30,000 is required. Business travellers must provide an invitation letter clarifying the purpose of travel, dates of arrival and departure, and the host organisation and responsible person in Portugal. Proof of sufficient financial means (approximately €75 per day of stay, with a minimum of €1,500 for trips under 20 days) is also required

    Decision

    Visit, exhibit, or skip?

    Should you go?

Answer these eight questions to determine whether Portugal Smart Cities Summit 2026 is right for you to visit, exhibit, or skip. Your scores will help you make a clear, evidence-based decision

    QUESTION 1 OF 8

What is your primary objective for considering Portugal Smart Cities Summit 2026?

    Decision matrix

Compare participation options side by side to choose the best fit for your objectives.

    visit

You need market intelligence, networking, or a low-cost way to evaluate the event before committing to a booth. Best for first-time attendees and those with limited budgets

    Best for

Professionals who want to learn about smart city trends, network with peers and decision-makers, and assess market opportunities before committing to exhibiting. Ideal for first-time market entrants, researchers, students, and solution providers in adjacent sectors

    Min. budget

    $1,200.00

    Timeline

T-30 days (book flights, accommodation, and register)

    Risks

High number of visitors may make it difficult to have in-depth conversations without pre-scheduled meetings

Programme is primarily in Portuguese, limiting value for non-Portuguese speakers in some sessions

No dedicated matchmaking programme for visitors beyond the B2G Hub (which is geared toward exhibitors)

    exhibit

You have a clear product-market fit, a dedicated booth budget, and the operational capacity to follow up on leads within 6–12 months. Best for companies with a proven track record or a strong local partner

    Best for

Companies and startups with solutions in smart mobility, renewable energy, urban technology, environmental sustainability, or digital transformation that target Portuguese municipalities and public administration. Especially strong for those with an existing Portuguese or Iberian presence

    Min. budget

    $5,000.00

    Timeline

T-90 days (book stand space, arrange logistics, prepare materials and staff)

    Risks

Stand costs and associated logistics (travel, accommodation, shipping) can add up quickly for international exhibitors

Competition for attention from 146+ exhibitors may require pre-event marketing to stand out

Portuguese language skills are beneficial for maximising engagement with municipal visitors

    skip

Your business has no clear alignment with the event's themes, you cannot justify the travel or booth expense, or you need guaranteed short-term returns. Consider monitoring the 2027 edition instead

    Best for

Organisations with no connection to urban infrastructure, sustainability, digital transformation, or public sector markets; those with prohibitive travel costs or no budget; or those seeking immediate, guaranteed ROI

    Min. budget
